(a) An entity may not substantially divert or obstruct the natural flow of, or substantially change or use any material from the bed, channel, or bank of, any river, stream, or lake, or deposit or dispose of debris, waste, or other material containing crumbled, flaked, or ground pavement where it may pass into any river, stream, or lake DF-1 DRAINAGE FACILITY OPERATION AND MAINTENANCE As a consequence of its function, the stormwater conveyance system collects and transports urban runoff and storm water that may contain certain pollutants. Consequently these pollutants may accumulate in the system and must be removed periodically. In addition, the systems must also be maintained to function properly hydraulically to avoid flooding. Maintaining the system may involve the following activities: 1. Inspection and Cleaning of Stormwater Conveyance Structures 2. Controlling Illicit Connections and Discharges 3.
